The Bank of Russia for the first time calculated availability indicators
The main examined parameters number of credit and microfinance institutions, credit consumer cooperatives, including 100 thousand of the adult population of the Russian Federation and per unit area of 1 thousand sq. km. in addition, it is estimated the number of ATMs, payment terminals, accounts for individuals and legal entities, as well as all types of payment cards in the hands of the population. "Special attention was paid to deposits, savings, credits and loans to physical and legal persons in financial institutions", — added the Bank. A separate part of the work deals with the payment and insurance services for the population.
According to estimates of the Central Bank for 2014 (as of January 1, 2015), in Russia for every 100 thousand of the adult population accounts for 38 units of credit institutions, four microfinance institutions, three credit consumer co-operative and five units of insurance companies.
In addition, for every 100 thousand people have 189 ATMs of credit institutions (including 118 by function cash) and six terminals. The number of electronic terminals installed in trade organizations (service) — 1 086 per 100 thousand inhabitants.
Central Bank indicates that over the past year, was open to individuals 767 451 523 accounts that can be used for payments (883 650 accounts per 100 thousand adult citizens), including active were 224 587 729 accounts, or 190 475 for every 100 thousand people (according to these accounts during the reporting year was carried out withdrawal of funds).
Legal entities (non-credit organizations and individual entrepreneurs was opened for year 8 355 215 accounts (1 account 164 for every thousand legal entities and individual entrepreneurs).
In addition, the Central Bank found that for every 100 thousand of the adult population of the Russian banks as at 1 January this year released 193 086 debit or credit cards (for a total of 227 665 881 card). During the year each adult citizen on average spent 88 non-cash payments, including 51 — on cards.
In banks citizens on January 1, 2015 was 161 339 868 accounts (deposits) with balances of more than 1 thousand rubles (133 834 accounts for every 100 thousand people).
Among other things, the materials of the Central Bank stated that the debts on the basic debt on the credits/loans to credit institutions, MFIs, credit consumers ' cooperatives, pawnshops, made up for last year average of 97 thousand adult Russians (individuals).

According to the Central Bank, was estimated and the quality of financial services, including the number of consumer complaints on the activities of certain financial institutions. So, in summary recorded 3 657 complaints of consumers of financial services for 2014 in connection with the activities of MFIs, PDA, and pawnshops and 24 077 complaints in connection with the activities of subjects of insurance business.
In its release, the Central Bank recalls that, according to a survey on financial inclusion for 2013, prepared by the International monetary Fund, Russia in a number of key indicators of banking system development was in the group of world leaders, ahead of including of the countries "the big seven" and the BRICS. Thus, the number of divisions of credit institutions per 100 thousand of the adult population Russia ranked 22nd out of 177 countries surveyed, behind from BRICS and G7 only Brazil, Italy and (slightly) France. "This contributed to the promotion in our country the concept of light weight (operational) of banking offices," — noted in the Central Bank.
They point out that some payment indicators in Russia in recent years shows a higher rate of growth compared to developed economies, while being ahead of most BRICS countries. Ahead of the curve observed, for example, the number of ATMs per 100 thousand adult population and 1 thousand sq. km. "These results were achieved thanks to the emergence of legislation on the national payment system and electronic money that contributed to the rapid development of acquiring and electronic payment instruments. Distribution of non-cash forms of payment have also contributed to the salary projects of the banks", — explained in the Central Bank.
At the same time, some indicators of non-Bank financial sector (primarily in the segments of the microfinance and credit cooperative societies), Russia falls behind the BRICS countries, where microfinance has been developing for more than 20 years, is recognized in the CBA. "In the Russian system the development of these markets, focused not only on volume but also on quality of service, there is only the past two years, after the powers to regulate and develop these markets were transferred to the Bank of Russia," — says the regulator.
Until the end of 2015, the Bank of Russia also plans to test and publish indicators of financial inclusion, assessing the demand for financial services. The data is calculated according to the results of population surveys, as well as small and medium-sized businesses.
The Central Bank intends to annually measure and publish the values of the indicators of financial inclusion that reflect supply and demand. "Calculations will be used for improvement of national policy to improve affordability and operational decision-making in this sphere", — stated in the Central Bank.
